It's an interesting question, I do not think they would send a UFO down just for fun, however they could be still be watching.

I believe that they are probably divided into two groups. Informal and formal. Informal group are people, usually individuals who after probably having obtained clearance decided to unobtrusively see for themselves our planet. They are essentially tourists. The other type I believe works here and performs tasks that are part of their missions. One of them could be patrolling the space-time even and protecting us from unwanted interference.
Remember that they seem to be very advanced. That means that they are organized. They would have a structure, hierarchy and purpose. Not one or two planets but 10, 20 or maybe 100 planets could be under their control. Moreover , we don't really know, but it seems that this Universe is old. So, There would have had to be many different organizational structures spanning whole star systems, galaxies even dimensions.
They can fight. Probably make excellent warriors. Yet, through ages they have developed cooperative model of life and can coexist largely peacefully.
I would not be surprised if Empires could count thousands of planets and live either in constant war or constant peace. They almost for sure are multicultural and highly spiritual. Probably quite tolerant and curious about life and not bent on destruction. Moreover, we simply maybe their "property". We don't know exactly how they are structured, should we rather say we. as for all the purposes it seems that we are them and they are us. Just like an inhabitant of Amazon river could say -- we Brazilians although they actually have not much in common with Brazil apart from the simple fact that they live in that country. The sad story is , we don't actually know the name of our Empire. If what I wrote is not true, then there is another possibility.
Each star system is actually inter-dimensional domain, governed by its own god, gods.
Again, though we have had reports of beings from other star systems communicating with us so this scenario seems to be a bit far-fetched.
Nevertheless, I believe that since we all were born at some point and at some point we will die, the reality is more wider than we generally accept. The so called aliens have to be aware of that and comfortable with this..

I think aliens are created by humans to get into other people's heads, similar to how some people believe the bible was created to control the masses. So no, aliens are not toying with us, other humans are toying with us. They are in fact, the aliens.
